Emp\u00eacher une personne \u00e0 mobilit\u00e9 r\u00e9duite de voyager seule, alors qu\u2019elle dispose d\u2019une assistance r\u00e9serv\u00e9e et qu\u2019elle affirme \u00eatre parfaitement autonome, soul\u00e8ve une question de principe : le handicap ne saurait devenir un motif d\u2019exclusion.<\/strong><\/p>\n

Le t\u00e9moignage de Badreddine Merrouni, citoyen de Madrid \u00e0 mobilit\u00e9 r\u00e9duite, interpelle. Et il m\u00e9rite mieux qu\u2019un simple incident class\u00e9 parmi les d\u00e9sagr\u00e9ments ordinaires du transport a\u00e9rien.<\/p>\n

Le 16 septembre dernier, alors qu\u2019il devait prendre un vol entre Madrid et Tanger, Merrouni affirme s\u2019\u00eatre vu refuser sa carte d\u2019embarquement au motif qu\u2019il voyageait sans accompagnateur. Il pr\u00e9cise pourtant avoir r\u00e9serv\u00e9 \u00e0 l\u2019avance l\u2019assistance destin\u00e9e aux personnes \u00e0 mobilit\u00e9 r\u00e9duite, aussi bien au d\u00e9part qu\u2019\u00e0 l\u2019arriv\u00e9e.<\/p>\n

La situation aurait pris une tournure pour le moins surprenante lorsqu\u2019une passag\u00e8re, infirmi\u00e8re de profession, s\u2019est spontan\u00e9ment propos\u00e9e pour l\u2019accompagner. Selon son t\u00e9moignage, cette solution aurait \u00e9galement \u00e9t\u00e9 refus\u00e9e au motif qu\u2019elle n\u2019\u00e9tait pas un membre de sa famille.<\/p>\n

Le handicap n\u2019est pas une incapacit\u00e9<\/strong><\/p>\n

Au-del\u00e0 des circonstances pr\u00e9cises de cet incident, qui devront \u00eatre \u00e9claircies par les parties concern\u00e9es, un principe ne devrait souffrir aucune ambigu\u00eft\u00e9 : une personne \u00e0 mobilit\u00e9 r\u00e9duite reste un passager \u00e0 part enti\u00e8re.<\/p>\n

\u00catre en situation de handicap ne signifie pas \u00eatre priv\u00e9 de sa libert\u00e9 de d\u00e9placement. Cela ne signifie pas non plus \u00eatre automatiquement consid\u00e9r\u00e9 comme incapable de voyager seul, de prendre des d\u00e9cisions ou d\u2019organiser ses d\u00e9placements.<\/p>\n

L\u2019assistance destin\u00e9e aux personnes \u00e0 mobilit\u00e9 r\u00e9duite existe pr\u00e9cis\u00e9ment pour permettre \u00e0 ces voyageurs d\u2019acc\u00e9der aux transports dans des conditions adapt\u00e9es, et non pour transformer leur handicap en obstacle suppl\u00e9mentaire.<\/p>\n

Une question de dignit\u00e9<\/strong><\/p>\n

Le r\u00e9cit de Badreddine Merrouni est d\u2019autant plus pr\u00e9occupant qu\u2019il affirme avoir l\u2019habitude de voyager seul et avoir express\u00e9ment organis\u00e9 son assistance avant son d\u00e9part.<\/p>\n

S\u2019il est confirm\u00e9 que l\u2019embarquement lui a \u00e9t\u00e9 refus\u00e9 uniquement parce qu\u2019il voyageait sans un membre de sa famille, il ne s\u2019agirait pas d\u2019un simple probl\u00e8me administratif. Ce serait une situation qui interroge directement le respect de la dignit\u00e9, de l\u2019autonomie et de l\u2019\u00e9galit\u00e9 d\u2019acc\u00e8s au transport des personnes \u00e0 mobilit\u00e9 r\u00e9duite.<\/p>\n

Une personne handicap\u00e9e ne demande pas un privil\u00e8ge. Elle demande que ses droits soient respect\u00e9s.<\/strong><\/p>\n

Le cas rapport\u00e9 doit donc appeler une clarification s\u00e9rieuse et transparente. Les r\u00e8gles applicables aux voyageurs \u00e0 mobilit\u00e9 r\u00e9duite doivent \u00eatre connues, clairement expliqu\u00e9es et appliqu\u00e9es sans arbitraire.<\/p>\n

Car derri\u00e8re ce t\u00e9moignage, il y a une r\u00e9alit\u00e9 beaucoup plus large : celle de milliers de personnes qui souhaitent voyager, travailler, rendre visite \u00e0 leurs proches ou simplement vivre normalement sans devoir, \u00e0 chaque d\u00e9placement, d\u00e9montrer qu\u2019elles sont capables de faire ce que les autres passagers font sans m\u00eame y penser.<\/p>\n

La mobilit\u00e9 r\u00e9duite ne devrait jamais r\u00e9duire les droits.<\/strong><\/p>\n

Un fauteuil roulant, une canne ou toute autre limitation physique ne retire \u00e0 personne sa qualit\u00e9 de citoyen, sa dignit\u00e9 ni son droit de circuler.
