\u00a0\u00ab\u00a0La mer ne conna\u00eet pas nos rivalit\u00e9s. Elle nous rassemble, si nous l\u2019acceptons.<\/em>\u00a0\u00bb<\/p>\n

Chaque \u00e9t\u00e9, sur les plages du nord du Maroc, un d\u00e9bat familier refait surface. Les habitants de T\u00e9touan, M’diq, Martil et Fnideq \u00e9changent piques et affirmations identitaires autour d\u2019un sujet en apparence anodin : \u00e0 qui appartient la mer ? T\u00e9touan, bien qu\u2019historique et centrale, a-t-elle \u00ab\u00a0vraiment\u00a0\u00bb une plage ? Ou la mer revient-elle exclusivement aux villes c\u00f4ti\u00e8res ?<\/p>\n

Derri\u00e8re cette question, souvent formul\u00e9e \u00e0 la l\u00e9g\u00e8re sur les r\u00e9seaux sociaux ou entre amis, se cache en r\u00e9alit\u00e9 une tension symbolique plus profonde, r\u00e9v\u00e9latrice d\u2019un besoin d\u2019affirmation locale et d\u2019une conception parfois \u00e9troite du territoire.<\/p>\n

Un besoin d\u2019appartenance projet\u00e9 sur la mer<\/strong><\/em><\/p>\n

G\u00e9ographiquement, la question ne devrait pas faire d\u00e9bat. T\u00e9touan, bien que l\u00e9g\u00e8rement en retrait du littoral, est \u00e9troitement li\u00e9e \u00e0 Martil, M’diq et Fnideq, qui forment un ensemble coh\u00e9rent. Le littoral est partag\u00e9, ouvert, accessible.<\/p>\n

Mais l\u2019enjeu n\u2019est pas g\u00e9ographique. Il est identitaire. Pour certains habitants, affirmer que \u00ab\u00a0la mer nous appartient\u00a0\u00bb devient un acte symbolique. Face \u00e0 ce qu\u2019ils per\u00e7oivent comme une centralit\u00e9 culturelle de T\u00e9touan, ils affirment leur pr\u00e9sence, leur sp\u00e9cificit\u00e9, leur droit au littoral. La mer devient alors un territoire d\u2019ego collectif, un miroir dans lequel se projettent des sentiments d\u2019invisibilit\u00e9 ou de rivalit\u00e9.<\/p>\n

\n

Une opposition construite sur des perceptions<\/strong><\/em><\/p>\n

T\u00e9touan, ville \u00e0 l\u2019histoire dense, est parfois vue comme \u00ab\u00a0dominante\u00a0\u00bb dans le discours r\u00e9gional. Cela suscite, chez certains riverains, une r\u00e9action de repli : \u00ab Ici, c\u2019est notre mer. \u00bb Ces dynamiques ne sont pas propres au nord du Marocelles existent partout o\u00f9 la centralit\u00e9 d\u2019une ville est ressentie comme une forme d\u2019h\u00e9g\u00e9monie.<\/p>\n

Mais cette lecture r\u00e9ductrice emp\u00eache de voir une r\u00e9alit\u00e9 plus f\u00e9conde : la compl\u00e9mentarit\u00e9. T\u00e9touan offre le patrimoine, Martil l\u2019\u00e9nergie baln\u00e9aire, M’diq l\u2019animation estivale et Fnideq la vitalit\u00e9 \u00e9conomique. Ensemble, ces villes forment un territoire vivant, riche, diversifi\u00e9.<\/p>\n

Une opportunit\u00e9 manqu\u00e9e : penser la mer comme un bien commun<\/strong><\/em><\/p>\n

R\u00e9duire la mer \u00e0 une rivalit\u00e9 locale, c\u2019est n\u00e9gliger sa v\u00e9ritable nature : un espace ouvert, libre, marocain. Aucun panneau n\u2019y s\u00e9pare T\u00e9touan de M’diq, ni Martil de Fnideq. Ce littoral appartient au pays tout entier, et \u00e0 ceux qui savent le pr\u00e9server, l\u2019aimer et le partager.<\/p>\n

Dans un Maroc moderne qui cherche \u00e0 renforcer la coh\u00e9sion territoriale, il est essentiel de d\u00e9passer ces fractures mentales. Le d\u00e9veloppement r\u00e9gional ne se b\u00e2tira pas sur la comp\u00e9tition identitaire, mais sur l\u2019interconnexion, la solidarit\u00e9, et la fiert\u00e9 partag\u00e9e.<\/p>\n

Conclusion : la mer comme horizon d\u2019unit\u00e9<\/strong><\/em><\/p>\n

Il est temps de transformer cette vieille question\u00a0 \u00ab\u00a0\u00c0 qui la mer ?\u00a0\u00bb en une r\u00e9ponse claire et sereine : \u00e0 nous tous.<\/p>\n
